Oversize Transport Permits

A transport permit for the carriage of oversized loads in Italy is required when the following parameters may be exceeded:

  • tractor unit and semi-trailer: length 16,5 m × width 2,55 m × height 4 m
  • truck and trailer combination: length 18,75 m × width 2,55 m × height 4 m

In addition, when assessing applications for transport permits, authorities also take into account gross vehicle weight. If it exceeds the limits specified in the regulations, the carrier must obtain the necessary authorization:

  • trailer combination: 3-axle – 24 t, 4-axle – 40 t, 5-axle – 44 t
  • semi-trailer combination: 3-axle – 30 t, 4-axle – 40 t, 5-axle – 44 t

In Italy, three types of abnormal transport permits are distinguished:

Single permit (Singola)

  • Applies to a single transport operation.
  • Validity: 3 months.
  • Vehicles: One permit may include 1 primary vehicle combination and up to 5 reserve combinations. An additional fee is charged for each reserve combination.

Multiple permit (Multipla)

  • Applies to a predefined number of transport operations.
  • Validity: 6 months.
  • Vehicles: One permit may include 1 primary vehicle combination and up to 5 reserve combinations. An additional fee is charged for each reserve combination.

Permanent (fixed) permits

  • Validity: 1 year.
  • These permits apply only to two categories of dimensions:
    • L 25,00 m × W 2,55 m × H 4,30 m 
    • L 20,00 m × W 3,00 m × H 4,30 m 
  • Maximum weight:
  • up to 44 ton (2+3 axle configuration), 
  • up to 40 ton (2+3 axle configuration). 
  • The permit is issued for a specific route – pricing requires information about the regions through which the vehicle will travel.
  • Permanent permits are assigned to a specific type of semi-trailer, e.g. a 3-axle semi-trailer must have a maximum payload capacity of 39 tonnes.
  • In addition, permanent permits may be classified according to the type of toll gates the vehicle is allowed to pass through, marked as:
    • PORTA NORMALE (PN) – standard gates, 
    • PORTA SPECIALE (PS) – special gates intended for transports with non-standard parameters.

For all types of permits: 
The permit covers 1 tractor unit and 1 semi-trailer, with the possibility of declaring up to 5 reserve semi-trailers. An additional fee applies for each reserve semi-trailer.

5 to 8 weeks.

A permit that has not been used may be renewed only once, provided that the application is submitted before the end of its validity period.
After the permit expires, it is necessary to submit an application for a completely new permit.

  • Third-party liability insurance (OC) – tractor unit / truck
  • Third-party liability insurance (OC) – semi-trailer / trailer
  • Leasing agreement – tractor unit / truck (document translation required)
  • Leasing agreement – semi-trailer / trailer (document translation required)
  • Insurance declaration confirming coverage of the entire combination for a minimum of €12 million

Cancellation costs depend on the stage of order processing and the timing of the cancellation in relation to the planned start of the escort operation.

The same principle applies to permit cancellations — the later the cancellation is made, the higher the potential costs, resulting from preparatory work already completed, submitted applications, and allocated resources.

Escort of Oversize Transport Operations

When is escorting required?

  • On motorways: escorting is required for loads exceeding 3 m in width and 25 m in length. 
    In some cases, escorting may also be required due to weight, depending on the decision of the competent authority.
  • On non-motorway roads: escorting may be required even for widths below 3 m, depending on local route conditions and the provisions stated in the permit.
  • The number of required escort vehicles is always specified in the permit conditions on a case-by-case basis.
